This study sought determines how principal related factors and classroom supervision and observation practices affect the level of competencies of teachers during the School Year 2011-2012. The researcher made use of principal-head teachers and teachers as respondents from the district of Pilar and City of Balanga. Participants of the study were 158 teachers in the 29 Public Elementary Schools in Pilar District and City of Balanga, Bataan; and eight (8) Principal I, II, III, 9 Head Teacher III, 1 Head Teacher I or a total of 29 principals and head teacher respondents. Specially, the principal related factors comprised of their highest educational attainment, supervisory practices, eligibility and level of performance. The classroom visitation of principals composed of pre-observation conference, conference planning, directive conference and post-observation conference. On the other hand, the observation practices of principals focused on professional development, monitoring, diversity of teacher and evaluation.
