The main objective of the study is to explore the present practices of DND Government Arsenal on supply chain management of ammunition. Specifically, the profile of the respondents from the GA and the end-users comprised the age, sex, highest educational attainment, office designation, length of experience, and relevant training and seminars on supply chain management. On the other hand, the dependent variables consisted of practices on supply chain management in terms of planning, purchasing, production, delivery/return and end-user satisfaction. The inputs of the respondents for the improvement of the supply chain management were also asked. Data were collected through face-to-face interviews with participants using open ended questions until data reached saturation. Prior to data gathering, an informed consent was obtained from the participants. Rapport was established and a permission to use documentation materials like audio recorder was facilitated. Narratives of the participants from the voice recorded interview were transcribed verbatim and then reflectively analyzed. After carefully reading the transcripts and writing the descriptive narratives, findings were ensured the trustworthiness of data in terms of credibility, dependability, transferability and confirmability to ensure the rigor of qualitative findings. In this study, MAXQDA software tools for qualitative data and text analysis were used for easy structuring, sorting and analyzing large amounts of data and facilitate the management of the resulting evaluations and interpretations. On the other hand, reflected analysis was used to deepen the experience and the result. Majority of the participants are in their 30s. On the other hand, 30% of the participants are senior citizens and the rest are 53 years old and below. One of the participants has a Master's degree. Participants are designated as group chief and above to different areas of supply chain with 5 to 47 years of experience. All participants have attended trainings and seminars relevant to supply chain management. It was concluded that there are 12 best practices on supply chain management of Government Arsenal on manufacturing products on ammunition namely: six-year planning; closely monitoring of supplies; accurate inventory of supplies; strict adherence to RA 9184; regular suppliers' meeting; constant follow-up of orders: proper inspection of received orders; No Requisition and Issue Slip (RIS), No Issuance Policy; thorough monitoring of quality; effective and efficient planning of production target; preparation of an effective and efficient loading plan; and complete inspection of returned ammunition. Also, the participants recommended inputs for the improvement of supply chain management practices of the Government Arsenal namely Improve the procurement aspect, Create an inventory database system, Provide the personnel with needed trainings and technological tools, Purchase of hauling trucks for delivery, Preventive maintenance of machineries, and Use of bar code system. It is recommended that the Government Arsenal may consider the findings especially the inputs of the participants as a starting point for future initiatives designed to improve the supply chain management practices of the agency which are the following: create an inventory database system; use of bar code system; provide thepersonnel with needed training and technological tools; improve the procurement aspect; preventive maintenance of machineries; and purchase of hauling trucks for delivery. Also, for Government Arsenal production the following are the recommendations: to study their capability to manufacture raw materials of the ammunition; and to study their capability to produce medium and large ammunition for the use of AFP and other government law enforcement agencies. Furthermore, the following recommendations are for Government Arsenal and other companies: integration of technology in the supply chain management practice; annual management review on supply chain management practices; setup of performance management system; use upgraded system for projecting inventory; management information system for accurate forecasting of warehouse necessities; location planning analysis for warehouses; issue supplier certificate to good performing suppliers; and upgrade manufacturing machines for efficient, higher and quality production. Lastly, to allot budget for the recommendations stated above. |
