The study was conducted to determine the management system and performance measurement of select TESDA Training Centers in Region III as basis for proposed strategies on quality management system. The study involved select TESDA Provincial and Regional Training Centers in Region III particularly Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales that offer technical-vocational education. The respondents of the study were composed of the administrators, assessors, trainers who are teaching TESDA Accredited Programs of each Training Centers. Universal sampling method was used to attest the highest percentage of sample of the respondents. The statistical measures used were frequency count, mean, Spearman rank-order coefficient of correlation, Analysis of Variance (ANOVA) and Cronbach's Alpha for reliability analysis. All statistical analyses were performed with Statistical Package for Social Science (SPSS) software. This study used descriptive-correlational research design specifically focused on assessing the covariation among naturally occurring variables to identify predictive relationships by using correlations or more sophisticated statistical techniques. The study revealed that the quality assurance system showed an outstanding performance management system which exceeds above the average and meets all the normal requirements of TESDA along with qualifications and functions of the administrators and training. In the light of the findings, the research arrived at the conclusion that the management system implied no significant difference in the mean sources of variation when grouped according to the profile of the respondents. However, management system and performance measurement have significant relationship in the overall performance management system of TESDA Training Center in Region III. In view of the findings, the following recommendations were given: sustain the training programs that are currently implemented towards highly critical skills in order to increase its recognition, acceptability among stakeholders particularly the employer and rapidly absorb qualified manpower, conduct regular monitoring and compliance audits of programs offered of the training centers to ensure quality TVET provision and continuing compliance with standard, strengthen the networking and partnership approach of the training centers through the blue desk services, linkages with industries and business sectors, Public Employment Service Office (PESO), Department of Labor and Employment (DOLE) among others, provide quality standard aligned with the requirements of the industry to ensure best-job-fit through matching of students' interest, abilities or skills with available jobs, intensify the monitoring and evaluation framework to assess performance management data of the training centers in terms of enrolment, certification, assessment, and employment, intensify the support services of the training centers to students and graduates in terms of career profiling, career coaching, incentives and scholarship and similar study may be conducted to identify effectiveness of the implementation of the training programs, thematic focus areas, priorities, and governance. |
