The study utilized the case study as a method of research in detailing the socio-cultural values of Sampaguita Festivale in Lubao, Pampanga as a local festivity using the structured interview as the data gathering tool. There are 28 participants in the study, of which 6 or 21.43% are GAL (Gay Association of Lubao) executive officers of the Sampaguita Festivale, 15 or 53.57% are sampaguita farmers, 2 or 7.14% sampaguita vendors, 3 or 10.71% sampaguita garland markers, and 2 or 7.14% are head dancers of the Sampaguita Festivale. Meanwhile, the gathered data from the transcript of recorded interview were analyzed using thematic analysis. By using this thematic analysis, relevant concepts were clustered into categories by which significant themes were determined. The thematic analysis could make the gathered data from the interview concise and well-organized. In light of the findings of the study, the researcher concluded that the Sampaguita farmers, vendors, garland makers, and the GAL executive officers realized the benefits of the Sampaguita and the festival to the people Lubao as a principal source of livelihood and income and typifying their qualities as a people and the help thrives the local industry; the Sampaguita Festivale fosters the socio-cultural values of serving as a source of income/livelihood, a symbol of the people, sustaining the local economy, and bastion of sustainable local culture; and educating the people through stakeholders' initiatives in the most viable way of sustaining the Sampaguita Festivale that can be done through communal efforts. The findings disclosed benefitted the community people of Lubao in its socio-cultural aspects, providing the essential role of the Sampaguita Festivale as a symbol of the Lubaonons and the character they possessed as a people. Henceforth, it was also further recommended that the local government of Lubao should exert more efforts through sponsorship in helping the barangay-participants in the annual festival. This can be done by continuing the operation of the cooperative that has been shut down due to mismanagement issues. In this regard, an inter-agency monitoring team can be initiated to assure that the cooperative is running wisely; the developed module of the Sampaguita Festivale should be disseminated to various schools to help propagate further about the festival and the history behind it for more appreciation and sustainable efforts; and more seeds of Sampaguita should be distributed to other areas of Lubao to help the industry thrive further. Likewise, information campaigns can be religiously done to help the people be educated about the relevance Sampaguita and its festival.
