However, it has become a demanding and challenging task due to the unprecedented effects of globalization and serious public demand for accountability, transparency, and good governance among public sector employees. This study aimed to describe the leadership behavior of public leaders on the Authority of the Freeport Area of Bataan for the Fiscal Year 2018 as viewed by managers and rank and file employees. A total of 29 managers and 77 rank and file employees were requested to describe public leadership in AFAB. The respondents generally agreed on the indicators pertaining to public leadership in terms of accountability leadership; lawfulness leadership; ethical leadership; and network governance leadership. However, there is a division between the respondents when it comes to their perceptions on political loyalty leadership among the public leaders. Also, it was found that there is a significant difference between the perceptions of the two groups in terms of political loyalty leadership where the managers provided significantly lower agreement count.
