Management of policy formulation : the Generics Act of 1988 / Edna Estifania A. Co.

Abstract: The author works on the passage of the Generic's Act of 1988 documents and analyzes policy formulation soon after then restoration of democracy that followed a long period of dictatorship in the Philippines. As it describes how its complex process unfurled in the case of this law, it highlights the proactive stance of an executive department as it takes the initiative and pushes for this law. The study also assess the institutional strategies the Department of Health employed in dealing then various stakeholders involved in the process. It detailed how the DOH bureaucracy itself, its effort to preserve alliances and to neutralize efforts of those working against the bill, how it addressed the reaction of medical professionals, and how to contended with the position articulated for and against the law, the study draws attention to the common thread that cut across all these and the important lessons that can be drawn from the entire experience.
