Subject(s): Summary: This descriptive study aims to identify how staff, clinic and school-related factors affect the level of compliance of the school sanitation and health services provision of the Code on Sanitation of the Philippines (PD856). Seven state universities and colleges were selected to serve as research locale namely: Bataan Peninsula State University (BPSU) in Bataan. Don Honori Ventura Technological State University (DHVTSU) in Pampanga, Tarlac State University (TSU) in Tarlac and Tarlac College of Agriculture (TCA) in Tarlac, Bulacan State University ( BSU) and Bulacan Agricultural State College (BASC) in Bulacan and Pampanga State Agricultural University (PSAU) in Pampanga. These schools were chosen because they have been in existence for more than 25 years or more and hence privy to the provisions of PD 856. On the other hand, the respondents of the study were composed 48 clinical staff, 98 faculty members and 660 students. Slovin's formula and stratified random sampling the technique were used to select the respondents. Meanwhile, the study described the staff-related factors in terms of educational attainment, years in the service, eligibility, relevant seminars and trainings attended and related work experiences. It also described the clinic-related factors like medical equipment, medical and dental supplies, health services offered and organizational structure. Moreover, the school-related factors like logistic support in terms of funding and external sourcing, staff development program and accreditation/upgrading of services were explored. To measure the level of compliance of SUCs on the school sanitation and health services provision of the Code on Sanitation of the Philippines (PD 856), factors like structural requirements, sanitary facilities requirements, safety requirements, specific requirements for staff, students and school health services and responsibility of the school administrator were identified. The data obtained was encoded and statistically processed with the help of a statistical software call PASW Statistics version 18 (previously known as SPSS). Frequency count and percentage were used to describe the staff related factors in terms of educational attainment and; related work experiences. Weighted mean was used to present the clinic-related factors, school related factors and the level of compliance of SUCs on the code. Pearson's Product-Moment Correlation Coefficient (Pearson Correlation) was used to determine the relationships of the selected staff related factors, clinic related factors and school related factors with the level of compliance of SUCs on the school sanitation and health services provision of the code. On the other hand, independent samples T-test was used to find out if there is a significant difference in the level of compliance of the school sanitation and health services provision of the code on sanitation of the Philippines (PD 856) when respondents are grouped according to eligibility. This is to determine the relationship of these variables. It was revealed in the study that majority of the clinical staff were baccalaureate degree holders, had been in the service for less than 5 years, BS Nursing graduates, attended nothing or very few relevant seminars and trainings like first aid training and had previous work experience as nurse. The medical and dental equipment and supplies were perceived as a nurse. The medical and dental equipment and supplies were perceived by the clinical staff, faculty members and students as very available, very adequate and very usable. Likewise, the health services and organizational structure were perceived by the clinical staff, faculty members and students as satisfactory. The logistic support, staff development program and accreditation/upgrading services were perceived by the clinical staff, faculty members and students as satisfactory. The structural and safety requirements, specific requirements for staff, students and school health services and responsibilities of school administrator were perceived by the clinical staff, faculty members and students as very much complied. The sanitary facilities requirements were perceive by the clinical staff, and faculty members as complied and students as very much complied. Based on the findings of the study, it was concluded that the hypothesis that there is no significant relationship among staff, clinic and school-related factors and level of compliance of SUCs on the school sanitation and health services was accepted. Based on the conclusion drawn, it was recommended that continuous professional education opportunities like relevant trainings and seminars and graduate education courses must be offered to the clinical staff to keep them abreast with the latest on school sanitation and health services. Computerized inventory of the medical and dental equipment and supplies should be conducted periodically so that the school clinic will be able to maintain the high availability, usability and adequacy of these equipment and supplies. To increase the logistic support being provided to the school clinic, SUCs must establish external linkage that will help in the various programs and activities of the institution. To improve the level of compliance of SUCs on the school sanitation and health services provision of PD 856, school clinic staff must be involved by the SUCs in the planning of building projects so that the areas on sanitation ad health considerations maybe properly addressed and be given preferential attention in the planning and construction stage.
