The study aimed to assess how human resource and organizational related factors affect the production capability of the Philippine Government Arsenal during the Fiscal Year, 2014. Specifically, this study sought identify the profile of the personnel of the Philippine Government Arsenal, which will include, gender, educational attainment, civil status, civil service eligibility and to answer to the following questions: How do human, in terms of number of personnel, technical know-how and relevant trainings and seminars attended; the organizational related factors in terms of: availability, adequacy and usability of equipment, working environment and interpersonal relationship, supervisory position, leadership style, and government financial support; the production capability of GA in terms of: annual production of ammunition, requisition of the Armed Forces of the Philippines and requisition of other law enforcement agencies; significant relationship between human resource and organizational related factors and the level of production of the GA; and the implications of the findings of the study to the public administration. The correlations between human related resources and operation related resources with the level of production capability were determined using Pearson Rho correlation. The respondents of the study were composed of employees from manufacturing plant and non-manufacturing plant of the Government Arsenal who are selected using the simple stratified sampling technique. Human resource related factors which include: number of personnel, technical knowledge and relevant trainings and seminarst. The result showed that the respondents were satisfied but they see a need for trainings for better production capabilities. vi vii The respondents were also generally satisfied with the organizational related factors which include availability, adequacy, usability of equipment, working environment, government financial support and organizational structure were also assessed and the respondents also see a need to purchase new, modern equipment for production to become better. Furthermore, the level of production capability was assessed in terms of annual production of ammunition, requisition of the Armed Forces of the Philippines and the requisition of other law enforcement agencies and it was rated as satisfactory. With regards to the correlations between the different factors and production capability, the researcher was able to find some interesting facts. There is no relationship between the employees profile and level of production capability of GA. As for the human resource related factors, there is a moderate correlation with production capability which means that the training of employees should be more enhanced. And there is a moderately high correlation between operations related factors and production capability.
