The general problem of the study is: How do athletes, coaches and school related factors affecting the coaching management in Secondary Schools in the Division of Bataan during the School Year 2008-2009. Specifically, the study sought answers to the following questions: How may the following factors be described in terms of: athlete related factors, athlete screening policies, athlete-coach relationship and athlete-coach compatibility, school related factors, administrative support and adequacy of facilities and equipment and coach related factors, educational qualification, training of coaches; teacher-coach relationship; How may the following coaching management be described in terms of human resource management; program development and fiscal management; How do athletes, coaches and school related factors affect the coaching management in secondary schools; what are the implications of the finding of this study to sports development? Taking into consideration, the data gathered and validated the following important findings which were summarized as follows; on the athlete related factors as perceived by the athlete, the screening policies were fairly observed, athlete-coach relationship was observed; athlete-coach compatibilities was observed; in view of the coach, the screening policies were extremely observed: athlete-coach relationships were fairly observed; athlete-coach compatibility were fairly observed; On the school related factors. As perceived by the athlete, administrative support were very adequate, and facilities and equipment were adequate. In view of the coach, the administrative supports were adequate and the facilities and equipment were adequate. On coach related factors as perceived by the coach, the educational were outstanding; trainings attended were very often, and the teacher-coach relationships were very often. On coaching management: as perceived by the athlete, in terms of human resource management it was satisfactory; in terms of sports development program it was very satisfactory and in terms of fiscal management it was satisfactory. In views of the coach, in terms of human management it was very satisfactory in terms of sports development program and fiscal management it was very satisfactory. In light with the foregoing findings, it was concluded the athlete, school and coach related factors had a relationship between the coaching management in terms of human resource management, sport development program and fiscal management. On the other hand, there must had an intense reassessment on the aspect of human resource management, sports development program and fiscal management giving consideration the result of this study that both athletes and coaches perceived this coaching management only in the very often level. Based on the findings of the study, common points in human resource management should take consideration such as; they should possess a sound understanding of human nature to work effectively with people; understand their own behavior; exercise wisely the authority vested in their position; establish effective means of communication among members of the organization; provide maximal opportunity for personal fulfillment; provide leadership and promote staff growth; provide clear-cut procedures; plan meaningful meeting; recommend, promotion on the basis of merit without politics or favoritism; protect and enhance the mental and physical health of staff members and identify talented members. On the other hand, coaches should support the total program; takes interest in supervision; carry out their individual responsibilities efficiently; be punctual in completing administrative responsibilities; observe proper protocol and maintain sense of professionalism. Likewise, in terms of sports program development, they should establish a philosophy that will help them in achieving their goal; construct a conceptual framework that will guide program formation; analyze the situation, system and culture of the organization; analyze the characteristics and needs of the organization; determine program objectives, integrating the organization's needs, values and belief; construct a year developing plan and evaluate, adapt, and modify each unit such as content, scope, interdisciplinary focus, level, time, sequence, location and enjoyment. Finally, in terms of fiscal management, they must prevent misuse and waste of funds that have been allocated to sports development help coordinate and relate the objectives of sports program with the money appropriated for such achieving such outcomes; ensure that the money allocated to sport will be based in research, study and careful analysis of the pertinent conditions that influence such process; involve the entire staff in formulating policies and procedures and in preparing budgetary items that will help ensure that the appropriate program are taken; use the funds to develop high quality sports program; exercise control over the process of fiscal management to guarantee that entire financial process has integrity and purpose and make the greatest use of human and physical resources, supplies and equipment and other forms of assets and capital involved in accomplishing organizational objectives.
