The main thrust of this study is to determine the executive capacity of the Iskolar ng Bataan (INBAT) Program of the Provincial Government during the academic year 2007-2008. Specifically, it sought to describe the profile of the of the INBAT Program in terms of the program objectives, finding resources, types of assistance, number of beneficiaries served, adequacy of benefits and reasonableness of policies. Likewise, it also assessed the executive capacity of the program using the following indicators namely internal organizational structure, leadership and personnel capability and management of fiscal resources.
