Specifically, the researcher investigated of the positive and negative effects of the Policy through the school heads, teachers, parents, and pupils. The study also targeted the future of the policy in the views and opinions of the respondents. Respondents were from 6 different public elementary schools, (2) large schools, (2) medium schools and (2) small schools. These respondents are school heads, teachers, parents and pupils with and without honors. The questionnaire was constructed by the researcher considering the perceived effects of the Policy to the learners, validated by (3) experts from the City Division of Balanga, piloted in medium school and tested by a statistician. The study used a Mixed Methodology of research, specifically Sequential Explanatory where the treated data in quantitative analysis were supported by inquiries using Focus Group Discussion of both teachers and pupils.
