Three Factor Analyses were run having a Cronbach's reliability alpha coefficient value of 0.807. The higher education may ensure that the academic environment nurtures and supports researches of the graduate students. This may also help to identify the needs of the students in graduate education and later on enhance the policy in the conduct of research studies. The developed and validated tool may serve as a platform to continuously improve the research skills of the students in the graduate education Mathematics program and may generate additional knowledge needed for the advancement of the Mathematics education among higher educational institutions. The developed and validated tool should be utilized to further assess the research writing capabilities. However, it may further be tested to revisit the 20 items generated from this study.
