This is a descriptive study on how do learner, teacher and center related factors affect the effectiveness of tutorial centers in the city of balanga, Bataan during School Year 2010-2011. Specifically, the study sought answers to the following questions: How do learner related factors be described in terms of age, gender, type of school attended, public school, private school, exposure English and achievement in English; How mat the teacher-related factors be described in terms of teaching competencies, advance studies, trainings and seminars attended, expectations towards the learner, teaching strategies and methods; How may the center related factors maybe described in terms of usability, adequacy and availability of facilities, equipment and instructional materials; What is the level of effectiveness of tutorial centers in terms of grade point average; and how do learner, teacher and center related factors affect the level of effectiveness of tutorial centers.
