In 1989 President Abueva initiated the U.P. Assessments on the State of the Nation. A multidisciplinary research and outreach program. This challenged the faculty in each of the colleges and research centers to assess specific sectors of society and government performance and collectivity, the whole nation and also to suggest policy options and reforms. As part of continuing program, the U.P. President and the U.P. Diliman Chancellor sponsored the U.P. Public Lectures on the Aquino Administration and the Post- Edsa Government (1986-1992). President Corazon C. Aquino led members of the Cabinet and the highest officials of the legislative and judicial branches of the Government, the constitutional bodies, and the other agencies in delivering the public lectures at the U.P. Diliman campus from January through March 1992; the President's lecture in June was her valedictory massage to the nation shortly before the end of her six year presidency on June 30, 1992. Volume 1. The Aquino Administration: Record and legacy (1986- 1992) This is a collection of the lectures of President Corazon C. Aquino and the members of her cabinet. For the first time in Philippine history, an outgoing Administration was able to report and publish a comprehensive and coherent self-assessment of the challenges and problems it faced since it assumed power and responsibility its performance and achievements through its leadership and stewardship of the government, and its legacy to the nation succeeding administration. By its self- assessment the Aquino Administration fulfilled in a unique and distinctive way its public accountability in a developing democracy. Volume 2. The Aquino Presidency and Administration (1986 -1992); contemporary Assessment and "The Judgment History" The University of the Philippines insured a free discussion of the public lectures delivered by members of President's Aquino's which were published in Volume 1. With consent of her cabinet, after each public lecture, which was self- assessment, two scholars and a journalist, resented their views or assessment of the lectures; this was followed by an open forum. This companion volume presents the perspective s and opinions of members of academia, the media and the participants in the open forum. For a fuller or even more diverse perspective to broaden and enrich the assessment published columns, editorials and articles and also included: Volume 3. The Post Edsa Vice- Presidency, the Senate and the House of Representatives, the Judiciary, and the Ombudsman (1986 - 1992): Self-Assessment and External Views and Assessments. The authors of the lectures collected in this volume are Vice- President Salvador H. Laurel, Senate President Jovito Salonga, and Naptali A. Gonzales, Speaker Ramon Mitra Jr. Chief Justice Marcelo A. Fernan and Andres R. Narvasa and the Ombudsman, Justice Conrado M. Vasquez.
