520 | _aABSTRACT This study which aimed to determine how Bataan Peninsula State University responds in its activities to the development of quality assurance at policy level utilized the descriptive research with thematic analysis. The research locales of the study were the different colleges of the said university which are located on the following campuses: Abucay, Balanga, Dinalupihan, Main and Orani Campus. The respondents of the study were the eight (8) BPSU AACCUP Accreditors, thirteen (13) Service Directors or Heads, fourteen (14) Deans of the Colleges, five (5) Campus Directors and two hundred sixty-four (264) faculty members from different colleges. The faculty members were selected using simple random sampling technique. Mean, with descriptive equivalent, was used to present the culture of quality at BPSU in terms of institutional quality assurance framework; and quality assurance processes in teaching and learning in terms of approval, monitoring and periodic review of programs and awards, student assessment quality assurance of teaching staff, learning resources and student support, information systems and public information. To determine if there are significant differences significant differences in the culture of quality as perceived by the respondents in terms of their position, the Brown-Forsythe statistics, which is a robust test for the equality of mean was utilized, since the assumption of homogeneity of variance have been violated. Meanwhile, the findings from the survey-questionnaire were triangulated through the use of one-on-one interview, participant observation and document analysis. Based on the findings of the study, it was concluded that Bataan Peninsula State University is a very big school with almost 26, 000 student population, majority of which are enrolled at the Main Campus. It has 302 teaching personnel and 116 non-teaching personnel, most of whom are detailed at the Main and Balanga Campus. There is a satisfactory culture of quality at BPSU along institutional quality assurance framework and quality assurance processes. The information system of the university needs improvement. Likewise, the null hypothesis that there is no significant difference in the culture of quality at BPSU as perceived by the respondents was accepted. The culture of quality at BPSU thrives because of the practice of transparency in school governance, responsiveness to national and international standards, ensuring sustainable partnership with stakeholders, receiving support from institutional leadership and data-driven reflection of enhancement activities. Based on the conclusions of the study, it was recommended that the university should continue to improve the profile of its teaching and non-teaching personnel and its information system being a vital source of information about the faculty, non-teaching personnel and students enrolled in various program offerings of different colleges. It should continue to improve its culture of quality by formally instituting consistent and uniform quality assurance policies which will be undertaken and implemented by the Quality Assurance Office. Also, the Office must be continually empowered by providing it with autonomy and authority to implement quality assurance policies anchored on the targets of each program and college. The university must use the data on the themes emerging from the study on culture of quality like transparency in school governance, responsiveness to national and international standards, ensuring sustainable partnership with stakeholders, receiving support from institutional leadership and data-driven reflection of enhancement activities in strengthening the quality assurance framework and quality assurance processes in teaching and learning. | ||
