520 | _aThe study aimed to review the Province of Bataan Public-Private Partnership Legal Framework and provide relevant information and updates on the status of the Joint Venture agreement between the Provincial Government of Bataan and MTD Philippines Inc. for the development of the Bataan Government Center and Central Business Hub, and to gather the insights, ideas and knowledge of the respondents on the partnership in order to identify possible information gap. The study used the qualitative research method and data gathering instruments such as documents review, interview and focus group discussion. Prior to the conduct of the study the researcher requested approval from the Provincial Government of Bataan and coordinated with its various provincial offices to gather the information and updates to review the Province of Bataan Public-Private Partnership legal framework and status of Joint Venture agreement being studied as well as gather the insights, knowledge and ideas of the focus group discussion participants. The study concluded that the Provincial Government of Bataan has a legal framework that addressed its intention to enter into the Public-Private Partnership for the Joint Venture Agreement being studied. The framework addressed the actual implementation of the long-term partnership upon completion of the construction, further the study also interpreted that the first Joint Venture Agreement entered by the Provincial Government of Bataan is perceived to be ambitious and expected to showcase the Province of Bataan as a leading province in the country that successfully implemented the idea of "One Stop Shop" for all Government basic services. vi The study also discussed how the stakeholders subjected to the study have an understanding and awareness of the Joint Venture agreement's aims as well as public sector and private proponent roles and responsibilities in the implementation of the project that showed that there is no information gap between the two (2) groups studied. The researcher perceived or concluded that a relevant null hypothesis of there is no significant change in the perceived success of the project during the planning and construction phase as opposed to the perceived success of the project during its implementation phase should also be studied. Further, the researcher recommended that the Provincial Government of Bataan should continue to review its Public-Private Partnership legal framework to ensure and update its applicability to present and future Public-Private Partnership project. | ||
